The Vice President, Chief Medical Officer, Carrier Clinic Chair, Psychiatry, Chair is responsible for assuring the delivery of quality clinical services for which he/she has been given oversight. Clinical services rendered should effectively address the needs of healthcare populations served. This role has knowledge of and meets the requirements of The Joint Commission, CMS, State, and other applicable regulatory and/or accrediting agencies. The VP, CMO, CC/Chr, Psychiatry, C is responsible for clinical leadership and advice/counsel to the President and Chief Hospital Executive, Central Region President, CTS EVP Behavioral Health and Board of Trustees, and others as needed on all clinical affairs, quality goals and measures, and education. The VP, CMO, CC/Chr, Psychiatry, C will also be responsible for advancing the Carrier Clinic and 'Carrier Behavioral Health' brand name on a state and national platform along with the President and Chief Hospital Executive. Included in this position are also leadership responsibilities for the Vice Chair, Department of Psychiatry & Behavioral Health.

A day in the life of a Vice President, Chief Medical Officer, Carrier Clinic Chair, Psychiatry, Chair at Hackensack Meridian Health includes:

• Participates with leaders from the Board of Trustees, management, medical staff, and clinical areas in the hospital's decision-making structures and processes.
• Participates in administrative meetings, hospital committees, the Executive Committee, and Board of Trustees.
• Participates in the formulation of Hospital goals, objectives, and plans, and the development of new healthcare endeavors.
• When requested, actively participates in the pursuit of linkages and joint ventures to improve and stabilize the hospital's referral base.
• Participates in the planning and evaluation of hospital programs and in the development of new services and the efficacy of services delivered.
• Bi-Annually reviews the qualifications and performance of all members of the Medical Staff in consultation with the Executive Committee of the Medical Staff. Recommends to the Board of Trustees those members of the Medical Staff whose qualifications and performance meet re-appointment standards.
• Makes rounds on all direct reports monthly and reports findings of significance throughout the organization.
• Responsible for recruiting and maintaining the services of Medical Staff and directors of certain ancillary departments. Develops clinical programs and policies for medical and related departments and advises Administration on medical matters.
• Responsible for overseeing the quality and effectiveness for the delivery of clinical care in all designated areas throughout the organization. Responsible for advancing the Carrier Clinic and Carrier Behavioral Health brand name on a state and national level platform.
• Maintains credentials required of full-time medical staff. Encourages and facilitates participation of attending medical staff in medical education activities.
• Assesses, evaluates, and acts to ensure that Performance Improvement, Corporate Compliance, Health Information Management, and Risk Management Standards are met and takes appropriate action to continue development of the Medical Staff's role in Carrier's Performance Improvement Plan. Works in the development and implementation of a program of continuous quality improvement.
• Maintains appropriate standards for all medical services, investigates and studies new developments in medical practice and techniques, reviews and acts upon reported concerns related to the quality and safety of care and services provided.
• As an active member of the medical staff, provides on-call coverage and direct psychiatric services to the inpatient programs including coverage for vacations, illness, crisis, and other situations requiring back-up, as noted by supervisor.
• Provides support to the Employee Health program.
• Provides support to the EMS health program.
• Assumes the role of Chair of the Performance Improvement Management Committee.
• Assumes the role of the Patient Safety Officer, Chairs the Patient Safety Committee, responsible for the review, revision and approval of the patient safety plan annually, and to promote a culture of safety at Carrier Clinic.
• Responsible for fostering effective, open communication across departments to ensure that all needed information is shared. Works collaboratively and cooperatively with clinical staff to ensure continuity and coordination of clinical leadership for designated areas.
• Interacts well with patients, visitors, and Carrier staff, responding promptly to inquiries with tact and sensitivity. Demonstrates a courteous, cooperative, pleasant, and positive attitude, maintaining strict standards of confidentiality.
• Interacts well with public, media, community agencies, and committees. In addition, also conduct public service speeches and representation of Carrier initiatives and activities are required.
• As requested, represents Carrier with outside agencies in order to enhance the stature of the organization, serves as hospital liaison in appropriate clinical matters with the local medical community, organized medical societies, and community organizations, and serves as an advocate and intermediary with external regulators and agencies.
• Assumes role of President of the EMH medical staff. Provides physician representation to EMH committees and oversees performance of all clinical contractual services provided to EMH by the Carrier Clinic medical staff employees.
• Appoints committees as required by Bylaws, participates in committee deliberations, and shall be an ex-officio member of the Board of Trustees with voting privileges.
• Responsible for effective fiscal management of Carrier's resources in area of oversight by providing input to the clinical staff in the preparation of the annual operating budget and participating in the completion of treatment program budgets and monitors budget compliance monthly with the Executive Committee.
• Oversees the fiscal operation of the Medical Staff, Physical Therapy, Clinical Administration and Medical Affairs. 26. Oversees the operations of the Pharmacy and the Department of Health Information Management.
• Performs other related duties as assigned or requested. Meets or exceeds expectations of patients and staff members, in person or via the telephone in the course of performing assigned accountabilities. Maintains standards of confidentiality.
• Models the HMH '5 Cs' standards of behavior.
• Maintains standards of behavior as established in the Organizational Ethics and Codes of Conduct Policy
• Performs other related duties as assigned or requested. Meets or exceeds expectations of patients, hospital and staff members, in person or via the telephone in the course of performing assigned accountabilities.
• Manages the employees in department: Clinical Directors; On Call Physicians/House Officers; Physician Services; Medical Affairs. Overseas Directors who supervise departments: Pharmacy; Health Information Management, Quality & Safety; Risk Management. Is responsible for the overall direction, coordination, and evaluation of these units.
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
• Other duties and/or projects as assigned.
• Adheres to HMH Organizational competencies and standards of behavior.
• Chair, Psychiatry, Central:
  • Ensures the highest standard of care is provided by all members of the Psychiatry service in the Central Region of HMH through collaboration with same specialty physicians, local chairs, CMOs, and CTS clinical leaders.
  • Works in collaboration with local hospital leadership, Physician Enterprise leadership, and the Central Regional President, to review services and personnel, leading to the formulation and implementation of a strategic plan for discipline in the Central Region.
  • Under the direction of the President of the Physician Enterprise, the Regional Chair will provide leadership to employed physicians within Physician's discipline and Central Region, including:
    • Recruitment and hiring;
    • Annual evaluation; and
    • Coaching and mentoring.
  • Under the direction of the Regional President, the Regional Chair will work to align regional strategy within the region's community hospitals.
  • Within the HMH network, the Regional Chair will collaborate with other Regional Chairs in psychiatry to permit physician leadership to 'speak with a unified voice' on matters relevant to that specialty.
  • On a rotating basis, the Regional Chair will serve as a voting member of the newly established HMH Medical Group Governance Board.
  • On a rotating basis, the Regional Chair will serve on the Medical Council's Policy subcommittee to create policies and infrastructure that enhance quality and safety and advance HMH's mission.
  • The Interim Regional Chair will support, direct, and participate in the education of physicians, providers, nurses, residents, and students.
• Vice Chair, Psychiatry & Behavioral Health:
  • Together with the Chair, Department of Psychiatry & Behavioral Health oversee the network-wide academic Department of Psychiatry & Behavioral Health (BH).
  • Support the Mission of the SOM.
• Administrative Duties:
  • Recognize the potential importance of physician-patient and faculty-student congruence with regard to race, ethnicity, and/or gender in health care outcomes, seek to recruit, retain and develop members of 'underrepresented in medicine' minority populations in all disciplines and professions. Such efforts will include, but are not limited to, increasing awareness of health care disparities and emphasizing these issues within Departments. Help in SOM efforts to increase diversity among its faculty, residency programs, students, and staff.
  • Make decisions concerning the appointment, reappointment, promotion, and dismissal in accordance with approved procedures.
  • Note: Development and constitution of departmental Appointments and Promotions Committee (APC) are to be considered on a department-by-department basis. Prior to constituting such a committee, the Department Chair is expected to notify the Chair, Department of Psychiatry & Behavioral Health of this intention and to share the departmental plan with the departmental Vice Chairs and the Chair, Department of Psychiatry & Behavioral Health for their consideration and feedback. The Chair, Department of Psychiatry & Behavioral Health's approval is necessary for said committee to be activated.
    • Support, collaborate on, and initiate strategic plan-driven projects including those related to the quality of medical education, service and research/scholarship and innovation, as appropriate, with the support of the Offices of Medical Education and of Research Graduate Studies, respectively. These efforts should ensure regular data-driven assessment of programmatic initiatives and identification of Specific - Measurable - Achievable - Realistic - Timely (SMART) goals.
    • Arrange for mentoring activities within the Department for faculty, trainees, and students as needed, requested, and/or when referred by other SOM departments or offices.
    • Present at the end of the academic year, a written evaluation containing standardized data reflecting teaching, service, and scholarship activities, progress in reference to goals and objectives, as well as subjective comments for each faculty member - and copied to the Chair, Department of Psychiatry & Behavioral Health. Notify faculty members of upcoming evaluations and their obligations to submit annual performance data in a timely manner. (Note that initial annual review reminders are issued to faculty by the Office of Faculty).
    • Submit an annual report to the Chair, Department of Psychiatry & Behavioral Health on the work of the Department - providing the scope of teaching, service and scholarship activities undertaken by the faculty. Prepare other reports as requested by the Chair, Department of Psychiatry & Behavioral Health .
    • Prepare material for accreditation or reaccreditation, catalogs, webpages, and other documents, as required and requested by the Chair, Department of Psychiatry & Behavioral Health, or his or her SOM designees.
    • Hold at least two (2) meetings of the entire Departmental Faculty each year (either in person or electronically). Plan meetings with the goal of allowing as many Faculty to attend as possible. Provide and forward minutes of all Department meetings to the department faculty and retain them for review by the Chair, Department of Psychiatry & Behavioral Health, if requested.
    • Support the recruitment of physician faculty with experience in medical school teaching, research/scholarship, and related service.
    • Development of Departmental infrastructure such that the needs of the Chairs, Vice Chairs and the educational and research units are met.
    • Deploy a common SOM metric for identifying the amount of time spent by Faculty Members on SOM activities requested by the Department Chair and/or SOM Chair, Department of Psychiatry & Behavioral Health. This data - prepared semi-annually - is to serve as a guide to assessments/reassessments of a faculty member's efforts on behalf of the SOM and will constitute the basis for commensurate reimbursement from the SOM.
    • Perform such other duties as are necessary for the efficient operation of the Department.
• Teaching Duties:
  • Support the recruitment of faculty. Where possible, coordinate Chair/Vice Chair hiring between the HMH network and the SOM to assure that clinical and educational needs of both enterprises are accommodated.
  • In consultation with the Office of Medical Education, assigns and approves/authorizes Faculty Member teaching schedules.
  • Recognizing the importance of faculty development in creating effective teachers and sustaining quality of education across the SOMs curriculum and HMH residency programs - encourage participation in development activities (including through required attendance at SOM orientation, faculty development session(s), and/or creation of a teaching peer review program).
  • Offer orientation and other recommended faculty development sessions to enable usage of appropriate adult learning methodologies.
  • Request, evaluate and monitor aggregate, overall and when appropriate, individual teaching data for all courses, clerkships, and faculty in the Chairs department. The SOM Office of Medical Education should provide such data to the Chairs at least on an annual basis, appropriately formatted and in a timely manner (e.g., no later than three months after the end of the academic year).
  • Support Graduate and CME programs, when applicable, including mentoring in teaching and scholarship, and encouraging attendance at SOM sponsored faculty development, research seminars and investigator training lectures.
  • Prepare and deliver Department specific introductions to Phase 1 students. Cultivate opportunities to introduce and expose Phase 1 students to a wide variety of specialty and subspecialty practices.
  • Respond to students' feedback, comments and concerns regarding educational or research encounters offered through the SOM and involving the Department faculty. This may include an after learning session conversation or written course evaluation feedback.
• Research/Scholarship and Service:
  • Encourage and facilitate faculty and student scholarship and identify opportunities for research, including collaborative research across departments and centers. Provide mentoring and guidance to Faculty and students regarding opportunities for research including required qualifications and description of the protected time and/or funding available.
  • Collaborate with and notify the Chief Medical Librarian regarding annual scholastic needs. Survey Department Faculty for recommendations.
  • Encourage, recognize, and reward service with the Department, the HMH network, the SOM, and/or the community.

Education, Knowledge, Skills and Abilities Required:

• MD or DO degree Graduate of ACGME approved residency in Psychiatry Minimum 7 years of experience with progressive responsibility.
• Ability to read, analyze and interpret financial reports, legal documents, journals, and technical procedures.
• Ability to effectively present information to top management, public groups, and/or boards of directors.
• Ability to work with statistics and probabilities. Applying percentages and ratios to practical situations.
• Ability to solve practical problems and deal with situations that have many variables. Ability to interpret a variety of instructions in any form given.
• Ability to use many of the advanced functions of Microsoft Office, including but not limited to: mail merge, spreadsheets with complex formulas, using outlook to manage a calendar, installing software, and creating a database. Ability to learn new complex programs as needed.
• Excellent written and verbal communication skills.
• Proficient computer skills including but not limited to Microsoft Office and Google Suite platforms.

Licenses and Certifications Required:

• Controlled Drug Substance.
• Medical Doctor License.
• Drug Enforcement Agency Certificate.
• Board certified or Board eligible in American Board of Psychiatry and Neurology.
• Continued fulfillment of Continuing Medical Education requirements as established by the ABPN; CPR and First Aid; Handle W/ Care.
• To be approved to operate Carrier Clinic motor vehicles an employee must possess a valid driver's license and be eligible to be covered under Carrier Clinic's insurance policy as outlined in the use of Carrier Clinic vehicles policies. May be asked to operate Carrier Clinic motor vehicles.

Licenses and Certifications Preferred:

• MPH or MBA preferred.
